The Import and Export Department (of the Ministry of Industry and Trade) has just issued a Plan to implement the Vietnam-European Union Free Trade Agreement (EVFTA) in 2020 and the following years. Accordingly, the Import and Export Department will deploy 25 tasks, divided into 5 key working groups. The first group The first group includes the construction and promulgation of legal documents. The Import and Export Department focuses on building and submitting to the Minister for the promulgation of a Circular on rules of origin of goods in EVFTA in June 2020. The Department also studies and exchanges with related countries (ASEAN countries and South Korea) to guide the implementation of the expanded cumulative mechanism under EVFTA. The remaining tasks include: Coordinating with the Ministry of Agriculture and Rural Development to guide the process of registering the certification of rice exported to the EU to enjoy tariff preferences, as well as researching and developing regulations on refurbished goods as committed. The second group The second group includes taking advantage of the EVFTA Agreement to boost exports. Detailed research activities on tastes, geography, EU commitments, domestic production capacity, etc. of the commodities that are the strength of Vietnam and can enjoy preferential tariffs will be implemented immediately in the second quarter of 2020; From there, the Department will analyze and evaluate opportunities, export growth possibilities, and formulate implementation plans right after EVFTA takes effect. The third group The third group will monitor and evaluate the utilization of the EVFTA Agreement. The units in this group are assigned to monitor the import and export of Vietnamese goods to the EU market, update new EU policies and management measures that may affect Vietnam's exports, make periodic reports on the situation of using EVFTA preferential origins to have timely advisory measures to ensure the effectiveness in making the most of EVFTA's incentives. The fourth group The fourth group will work on the communication, propaganda, and dissemination of information about the EVFTA Agreement. These are considered important tasks in order to ensure that the Association and the business community understand the benefits of EVFTA, and make the best preparations when joining the EU market, including a preferential tariff on each item, rules of origin, etc. through training courses, seminars, conferences or documents, publications, newspapers.
